What does this door serve? If it's a pool equipment of mechanical closet, the I probably would not make an issue.

If it is a path of egress then yes a landing, at the same level as the floor (1/2" difference), would be required.

Try the door yourself and see if you don't trip or twist your ankle...remember not to look down since you know it's there.
