I think if you ask the question, you know the answer...
Think about it. The lack of outlets will cause a lazy occupant to take the easy way out by installing extension cords or overloading gang plugs at other locations and running cords to this area.
The use of extension cords is meant to be a short term use item and not a permanent wiring condition. This represents a potential fire hazard that may or may-not take place when the occupants are present-- Yikes!!
