From the IRC.
- P2904.5 Water-distribution pipe.
Water-distribution piping within dwelling units shall conform to NSF 61 and shall conform to one of the standards listed in Table P2904.5.


- TABLE P2904.5
- - WATER DISTRIBUTION PIPE
- - - (PVC is not shown on the Table as an allowable material)
- P2904.4 Water service pipe.
Water service pipe shall conform to NSF 61 and shall conform to one of the standards listed in Table P2904.4.


- TABLE P2904.4
- - WATER SERVICE PIPE
- - - Polyvinyl chloride (PVC) plastic pipe

The code reference, then, is "PVC is not allowed for use as distribution piping according to P2904.4 and Table P2904.5, IRC."
