Tell her yes, put that you will need to get paid up front for this one, then, once you get paid, you start the inspection but have second thoughts, so you tell her that if she wants you to continue with this inspection, she will need to pay for the last inspection ... before you continue with this inspection.

Either way, you got paid for the last inspection first this time, and maybe just "fire her" and walkaway from this inspection ... with payment for the first inspection.
