Is there an approved cement for the joining of PVC and ABS? I think the horizontal piece going left is the vent. Everything would look normal if the vent was connected inside the wall and the trap could have pointed straight at the wall.

Your local AHJ may not approve this application and
if they do, it is usually only for one transition such as joining new to old work.
A call to your local AHJ would be in order.
