Unless you find an installation instructions which says something other than to mount the photoelectric eye beam ... (yes, that) ... between 4" and 6" above the floor, then the photoelectric eye beam ... (yes that) is what is being referenced.

From David's link to DASMA: (underlining is mine)
- 8. Photoelectric Eyes Location: The door may be either fully open or fully closed for this inspection. Note whether photoelectric eyes are present, and if so, locate and measure the distance of photoelectric eye beam from floor. Is photoelectric eye beam no higher than 6 inches above the floor, or can it be verified via the door manufacturer that photoelectric eyes are not necessary if not present?
