weatherproof breakers allowed ??

This is the first time i have seen breakers oustide the box, used for the A/C has no water proof cover are they rated to do this? any thoughts. I recommended to add a cover or replace the box

That's the only option.

The entire enclosure needs to be rated for outdoor use. That will come with a different enclosure, dead front cover, and a weatherproof cover.
