I call it the "pivot rod".

Never gave it much thought. I have always called it the stopper lift rod or control rod. Make it simple so your client will know what you are talking about. I can't recall the last time I even called it by a name. I usually say that the sink stopper is not working properly. Have it fixed!

I call it the "pivot rod".

I like "pivot rod".

I used to just say that the pop up did not work, in the case of the photo 'because the pop up activator rod was binding against the back of the cabinet, not allowing the pop up knob to be raised', or something like that (because it looks like the end of that rod is hitting the back of the cabinet).

"Pivot rod" sounds better than "activator rod".

If we are into naming those parts, what do you call the adjustment piece, and how about the vertical rod to which the knob on top is called, and what about the knob ... is it a "pop up knob"?

Don't forget that the 'spring clip retainer' is not installed, allowing the adjustment piece to slide back and forth on the pivot rod. :p

How about 'the pop up drain assembly' is not working?

Or, as Scott said, KISS - the pop up drain is stuck/does not move/whatever.

Thanks for the suggestions.

The piece that holds the pivot rod with the retainer clip (that has the holes in it) is called the "strap" in the plumbing biz.

The rod that Jerry mentioned is called the "pop up sink rod".

Very technical talk I know.

Like Scott said, Make it simple. I say the mechanical drain not is not functional or does not hold water.
