I know this is wrong but is there a code as to exactly how deep you can bury your gas meter?

NG meters are governed by the US DOT. The main thing you need to worry about is the vent on the regulator isn't blocked by ice or mud dauber wasps, the shutoff is accessible and the entire meter is accessible. Sure, above grade and not in direct contact but other than that, I wouldn't worry. For me, I'm having to worry about the CFH size of the meter for the BTU load of the house, inlet pressure, etc.

Thank's Bob, So would you recommend raising the meter or allow them to dig a big hole around it, which I am sure is what they will want to do.

It looks like it might have originally been above ground until they piled in the mulch. I'd recommend they clear away the crud so the shutoff and base of the meter are above ground.

BTW, did you notice what is written on top of the meter housing? Very important.
