should the leading edge of this lead flashing not be under the preceding tile? It was caulked to the surface of the tile as is all the other vents. Is this a dry system when they do it this way. The under layment looked like felt paper.

If not leaking now and I am guessing it already is, it is a leak waiting to happen. If all the vents are like that it is going to get a little costly to do them all right.

In answer to that part, No it is not a dry system.
But wait a minute.

As most brokers would say.
"well, it's not leaking now is it?"
So it's dry? Now?

That would be an improperly done System 1 tile roof.

Not only is the flashing installed incorrectly, but the base of the flashing is too small to serve that purpose. That is a regular VTR lead flashing, System 1 flashings need to be wider and longer, both up under the tile above and down over the tile it is through.

This looks like a System 1 flashing, yet in the second photo, that exhaust roof cap is not flashed like that. Something is screwy (but this is obvious).

The underlayment likely *is* 43# felt, that is what was typically used for System 1 tile roofs.
