Why would they have 3 taps on the breaker?

Cutler-Hammer Type CHAF - One Pole Arc Fault. 15 amp.

Not sure what you are referring to as taps, but AFCI breakers, like GFCI breakers, have a terminal to which the hot conductors goes, a terminal to which the neutral conductor goes, and a white pigtail which goes to the neutral terminal bar.

Jerry they have 3 white wires in the lower back of this breaker?

and 1 Black in the breaker?

Ron,

From the photo, there are two AFCI breakers side-by-side, I think the "3rd" white wire is actually to the other AFCI breaker. If not, that AFCI breaker is missing its 2nd white wire.

Thanks Jerry. its was hard to see back behind everything and did not want to stick my hand back in there. I have other minor issue with this panel. will let sparky look at it.
