Considering the article is more than a decade old, it is doubtful that it is still available.

I think the journalist erred. If the chimney was cleaned to the extent that lead to a fire, one may draw a correlation to;1: The sweep was not trained. 2: The chimney was in dire need to be maintained or rebuilt.

Before I sweep a chimney I would pass a light down the chimney shaft to the smoke shelf or damper door to determine the condition of the flue liners, mortar and/or masonry in th case of unlined chimneys. I would inform the client to address and hazard or safety situations.
