new house, noticed what appears to be fasteners backing out or not installed flush when installing the decking or underlayment. anyway there are signs of this in a few areas. Is this something that should be repaired? is there a way to repair it without replacing the panel? what would be the concern?

Jerome,

In the order asked:

Yes.

Not that I know of.

Leaking, corrosion of the underside of the panel, puncturing through the panel, etc.

Someone screwed up big time on that.

This can be fixed to a point where it will not corrode, the appearance however will be flawed, however it is probably not visible from the ground (speculation).
The panel appears to be a Snap-loc panel, unclip the panels affected, hammer flush the offending fasteners, repair the underlayment and spot paint the underside of the panel. Then re-snap the panel. A simple roof deck inspection prior to roofing would eliminate these problems. The roofer, also, should have paid more attention as his underlayment went down.

Ok, Jerry, I wouldn't want my new roof to look like that either but the question was asked, just trying to help. :o Maybe the homeowner can get a discount, like one of those dented appliance sales!:D
