Very interesting.

I agree with those who said the "copies" need to be "signed and sealed" and that such is for repairs.

The builder should have simply submitted the drawings showing that in a detail, at that location, with the detail on the drawings, making it a part of the drawings, because they know they will be doing this on each and every house like that. Now it does not need to be signed and sealed separately, it is "part of" the signed and sealed drawings.
