What kind of insulation board is this?

Just did an energy audit on a friend's house. Can anyone tell me the brand name or a generic name for this type of exterior sheathing? It looks like foam in the middle, fiberglass on the outside. House is about 14 years old, in PA.

That is that thin crappy stuff that does not do much of anything except maybe keep some breeze out and does not let the house breath properly.
