If there is a leak on the street side it is the city. If there is a leak on the owners side it is the builder. If there is no leak at all it is a drainage issue which the builder more than likely created. Run the sprinklers and the hole fill up. Rain, the hole fills up.

Depends.

If the meter or its connection is leaking on either side of the meter, water department problem.

If the meter is not leaking and there is no movement indication in the flow indicator, then it could be just simply "poor drainage" under and around the meter.

This "poor drainage" was not uncommon is South Florida where there was "poor drainage" all over.

The first call I would recommend would be to the water department - no charge work as they need to verify that 'it is not' a problem with the meter or its connections.

Once the water department verifies that, then someone could check the flow indicator for signs of a leak, and if no flow, i.e., no leak, is indicated, the seller would need to contact someone to dig out around the meter and provide for drainage.

If the flow indicator indicated a leak, then a plumber would be next on the list to call.

Around here if the water meter or supply line is leaking (Rule of thumb is) if the leak is on the Street side Utility Co., Home side Home Owner responsibility.
*start with the Utility Co. ;)

I think it's a drainage issue. We've had some rain lately.
