That 'could have' (but we know this is unlikely) a #8 rebar in there. :)

It might be "plastic" on the outside, but it ain't a gonna move on the inside!

Not if there was a #8 rebar embedded in 4" concrete. :D

Did you pee on the condensing unit? I see water around the outside of it on the concrete.

It's also below the meter, right in the working space required for the meter.

That foam core pvc is not allowed for under ground use in some areas!!!
