All right, I should know the name of this dangling piece that should be sealing the base of this metal roof, but my mind is drawing a blank and I can't find it listed anywhere - so what is this hanging piece of foam really called and how is it normally attached?

Usually closure strip, seal strip, or starter strip, although it may vary from manufacturer to manufacturer.

You will have different ones along the ridge where the ridge overlaps the metal panels.

Foam Closures, they can be self adhered or, in this case, should have been installed into a bead of caulking. (Poly-urethane, not silicone)
