I know that 12AWG is okay with 15 amp breaker. But what if a 20 amp breaker is coupled with a 8AWG conductor? Generally speaking. What are the potential ramifications if any?

There's nothing wrong with a 8 gauge wire being tied to a 20 amp breaker, as long as the breaker is listed for that size of wire (the ones I have looked at are).
You need to be more careful on the other end, such as at receptacles. 15 and 20 amp receptacles are not rated for 8 gauge wires.
