Looks like they forgot to install a skylight or something.

If the builder had just planned on having a ceiling, the sides would not have been lined with that stone.

Almost like the intent was to leave it open and use that for a 'chimney' for a 'fire' of some type, then someone said 'You can't do that, it'll burn the place down.', so they roofed right over it.

That location is better than leaving the OSB exposed in an open structure, which is done all the time (open barns, utility buildings, etc.). I would not have any problem with the OSB exposed there, but I might inquire as to the reason for the stone lined shaft leading to no where.

I'm with Jerry. Just let the customer know about it, and suggest they slap some paint on it to seal it up. This is no worse than a roof overhang without any sofits.
