No he doesn't, he needs to recommend replacing that panel as it is a Zinsco.

Know where there is no breaker in the spot above that breaker? Look at the burned bus bar (the spot on the left bus bar).

That breaker (the hot one) has most likely welded itself to the bus bar.

I was thinking the same thing, Jerry. Fred Flintstone could have captured this problem with a sharp beaked bird and a piece of bedrock. Not only was it fused to the panel, but the "toggle" for lack of a better term was neither in the tripped or engaged position (slid from left to right and back again without performing any function).

Will someone please tell me the significance of "789"?
In addition, I am unable to discern that the toggle on the top breaker in the photo has moved from its "far left" position.
Secondly, I do see the small dark spot on the buss bar in the open space of the panel and I see a darkened or shadowed spot on the top side of the top breaker where it wraps the right side buss bar. I can assume that it is evidence of overheating. Is there additional evidence that I am missing?

I wasn't aware of how 7, 8 & 9 fit in this example. Silly me! However, with the help of more experienced HI's and electrical contractors in my family, I've become quite aware of Zinsco-type panels. I think I am one of the few in my market area that call them out correctly for the benefit of my client and have done so for at least 10 years. And no, agents don't like me much for doing so.
Before I began home inspectors full time, only 20 years ago, I served as a code inspector. I'm still learning.

Looks like that 789 reference was the date according to the original poster in an updated message.

Most panels, as you are aware, number one of two ways:
- down and across, i.e., top left is one, top right is two, second down on top left is three, etc.
- down the left side and then down the right side

Zinsco breakers only have one row of breakers going down, so their numbers start and the top and go 1, 2, 3, etc., which I presumed meant that 789 was breakers 7, 8, and 9. Silly me, it was the date.

I thought your original post seemed a bit mysterious with reference to "789". I could not figure how a high temp reading on a single breaker was referencing "breakers 7, 8 & 9". You've cleared it up.
