Up 2 flights means you are not in a basement, and 50 feet away ... makes me wonder "where" in the house the service equipment was located.

Was it on an exterior wall with service entrance cable or conduit running up to that location from the meter - wherever the meter was located.

Just raises lots of red flags as to whether the service entrance conductors are in the structure and how much of them are in the structure.

The service disconnect is at the meter which is 50' away and this is a 1st floor condo. Some are as far as 300' and you only get there by 4 wheeler.
The panel is on and interior wall.
This is one of the ways things are done here. There are no standards so I try and just let the unsuspecting gringo know what they are getting and not what they think they are getting. The adds and this is one of them read built to North American Standards.

That creates an entirely different set of " standards".
No standards or codes equals no violations.
What is a violation in the USA may not be a violation else where. If there are no codes to adhere to , all we can offer is reasoning for a certain installation method.

Condo make all the difference in the service disconnect location I was thinking of.

However, based on the ads to North American Standards, I would write up the color coding (which I recall from previous posts that there is no color coding there) and everything else you see.

Let the buyer know, let them take a credit (you know the work is not going to be done), let them pass that credit along to their buyer when they sell and you inspect it. :D

I always told my clients that same thing: take the credit, because that way you can pass the money along to your buyer when you sell because you did not repair anything. Telling it like it is.
