Has anyone seen Kool Coat Elatomeric roof coating over a shingle roof? 4/12 pitch Is this acceptable?

No.

That is telling you the roof needs to be replaced and the sellers/owners did not want to ... or could not afford to ... replace the roof when it first needed to be replaced.
