So then, whatever happened to the need for an engineer to specify repairs?

Those are not specific designs. They appear to be schematic example designs. They would need to be coupled with a design that includes things like member forces, design loading, and span.

MTG: Agreed. It just makes me wonder why they even bothered to produce a document like that. Expediency in the field, no doubt.
