The water heater is located in a garage closet with the ceiling open to the attic (1999 home), no combustion air tubes.
The water heater closet door is approximately 1/4 " thick piece of plywood, using a door hing & bolt to lock it. There are gaps around the door edges.
Would this type of door configuration be consider okay, proper?

Does not even need a door, so anything would work ... and no, I did not say "anything" would look professionally done.

Just make sure it is off of the floor by 18" to any spark/flame/ignighter etc.

and Brian, is the area over the water heater closet that's open to the garage attic also open to the attic over the home?

If the attic is common to the garage and house, there needs to be a separation somewhere. From your description, it is not right.
