There is a neutral and a gound coming from this distribution panel and then going into this series of smaller panels. Does anyone know what this is. It looks like some type of timing system but I did not have a clue! Also, look at the water line in front of the panels.

Yes, I know what it is ... it is WIRED INCORRECTLY. :)
Why they wired it incorrectly, that I do not know, but I suspect there was a neutral or ground problem and instead if finding it and correcting it they decided to run a new neutral and ground ... just a WAG. :confused:
Of course, if that were the reason for installing it, why not just run a neutral and a ground and not cut off the other conductors???
Which means it 'could have been' for something which was abandoned, so they cut the hot conductors off???

Jerry, to me everything else looks okay with the exception of the supply plumbing running in front of the box. What other things are there?

Uh, might want to look at the multiple neutrals under one screw.
The unpowered stuff is part of a spa temperature control system and the stuff needs to be removed if not being used.

I would hesitate on calling that "unpowered" as it 'may be powered' from some other circuit. That cut off circuit may have just been feeding through to, say, the timer - which may be for something else, or who knows what from where, not enough information to state that it is "unpowered".
