Waste plumbing connections

Gents, is this an approved material for waste plumbing connections? It's made out of some type of rubber material.

That looks to be a "Fernco" type fitting, if so then yes they are approved to connect plumbing pipes. However, That does not look like the right size fernco for those pipes.
