Does anyone know if it is permissible to secure a neutral from a breaker at the service entrance box with the main service entrance neutral?

Something is very wrong here. First of all neutrals don't connect to breakers. Secondly, what is the purpose of this? Thirdly, I believe that lug is only rated for 1 conductor. This service needs to be corrected by a qualified electrician.

Execpt for AFCI / GFCI breakers, and looking at the twist in the wire, it could be.

OK, that never entered my mind. If thats the case the connection should be to the neutral bar, of course.

If, as the OP stated, that is the SE, then the grounds and neutrals are on the same buss. But the neutral should be under a lug by itself.
