Here are some more pictures of the service entrance panel. What do you think?

Ryan you got an answer on that other post. Yes the white neutral is grounded as well as coming from a breaker, because it is coming from a GFI breaker (for a pool or hot tub?).
SP: If there are black neutrals there, they should be marked with white.
Also Robert M suggests that the service entry wires be sealed at the conduit.
