I would just say that placing multiple neutral wires under a single terminal screw is considered a safety concern, is a poor connection, and should be addressed. On older homes, I just stick to a common sense approach, since there is no way I am going to research what was allowed back then.

I came across the same thing & same make of panel (Zinsco) a week & a half ago,due to the limited # of spots on the neutral bus, the installer had 1 neutral & 1 EGC under each screw, but that was not the only problem in that 1968 house.....

I would report neutrals and grounds on the same buss if it is a distribution panel. If it is a service panel, that is OK.
But I would report two grounds of different sizes under a single screw. I would report more than one neutral under a single screw.

That is basically how I reported it. I wonder why it was done that way as there was plenty of room to attach each on individually.
