As far as I know this is illegal. This area is located in a closet. Any thoughts?

That is probably running to a damper of some type which is operated remotely, with those supplying power to it. That is, unless you also saw those coming out the top side of the duct.

By the way, that duct is not supported properly either.

I am almost certain it is not running to a damper. Is it allowed? To my knowledge it is not.

Electric wires running through or in ducts or plenums must be rated for use in a plenum. In fire alarm systems we call it "Plenum wire" and "Fire wire".
I don't know if regular old romex is rated for that or not, but I dought it.
