Is this a fuse? I have not ever seen one in all my years. Anything I should know about it?

Bob,

Your pic is not real clear. But, it is like nothing I have ever seen. Not some kind of lock-out device for a switch?

Yea the pic didn't turn out. It had the number 20 on each side but I could not make out what else it said. It looked like it said 20 amp.

It looks to me like a pushmatic type breaker that has been jury-rigged to an outlet.
It is haywire because the cover does not completey enclose the device - a clever hack job, IMO.
