But not new to that pipe. I have seen it a number of times. It is a foam product that has crumbled and is no longer serving its intended purpose.

The 2nd photo looks to me to be some old asbestos or other woven fabric - frankly the detail is tough to make out but your thumb nail is amazingly clear (might want to talk to your doc about the nail fungus).

Anyway, did you come across any source to plug in? looks like some very old insulated fabric (noted yellow thread) heat tape with some corrosion. Might be unexpanded vermiculite.

You might want to remove the old foamy stuff and Armoflex (see image ) your pipes. Good luck, Tom

Looks like a old armstrong product, Cork and PACM (Asbestoes)
used on chill water and domestic water pipes in past
