Jumper Wirer!!

Any one know what this is for - a jumper cabler with a capacitor? and fuse between dryer and range circuit breakers!!!?

All I can think of is noise reduction on the power line, but on the dryer / range circuits?

Weird.

Maybe something to do with lightning protection for the panel.
