Whole house electrical FUBAR! Power comes out of the meter on #2 CU and feeds new panel. Then goes back into the meter (which has no tamper seal) on #2 CU. I think it is spliced to #4 ALU inside the meter which goes to the original main panel inside the house. As I said everything else is wrong, how wrong is this part?

Improper bending radius. See where the 100A breaker is being torqued by the conductors?

Neutral conductors used as phase conductors and not marked.

No enclosure bonding that I could see.

I hope that's #10 on those 30A breakers and not #12. What do those breakers feed?

No mains disconnect before this panel - pulling the meter doesn't count as a mains disconnect.

What's up with the top of the meter being bent out of shape and the conduit off plumb? Is it not properly secured to the building?

100A over-current protection on 4AWG aluminium. Really?

So with no tamper seal on the meter ring, did you open it to satisfy your curiosity?

Vern, where was the other panel?
I'm guessing they pulled the looped wire in some attempt to provide the feed to the other panel and use this panel as the service equipment in the future.
But you can't use the meter box as conduit or raceway for circuits not originating there, right?

No other conductors are allowed to be run in the same raceway as the service entrance conductors, and those photos show that the doubled back feeders are run in the same raceway - and meter - as the service entrance conductors.

You probably got the other things in that panel, I am presuming.

Thanks all for the responses. I have been on my daughters roof for the weekend. Double roof tear off and 25 sq. of architectural put back on. If I had known kids would be this much trouble for this long I would have started with grand kids.

As I said the whole electrical system was FUBAR. Grounded outlets on two wire wiring, hot-neutrals reversed, 240v on 120v outlet, and on and on and on. No I did not open the meter panel. After trying to lift the scuttle hole cover past several wires running over it and seeing wire nutted connections from the gap I created I didn't go in the attic either! I was just after confirmation that the SEC could not go back into the meter.
