I had a sub panel on a new home that was upside down so that all of the breakers were in the down position but were on. Is this legal? I do not consider safe but just want other opinions.

240.81 Indicating. Circuit breakers shall clearly indicate
whether they are in the open “off” or closed “on” position.
Where circuit breaker handles are operated vertically
rather than rotationally or horizontally, the “up” position of
the handle shall be the “on” position.

Thanks I knew I was right. This builder is already pissed at me for finding so many thing with his houses. There are 12 houses on this block and all the neighbors keep referring me so I have done half the homes so far. It gets kind of funny after a while.

I also had to check on it when I got back to the office to make sure that it was ok to double tap this breaker and it looks like it is. It is kind of decieving because the 20 amp breakers next to it have a slot under the screw for 2 wires but on the reference sheet it does not show that you can do a 20 amp breaker.
