Grounding wire

Hey guys.... had one today... service panel grounding wire has been cut... couldn't find the rod either.... noticed the neighbors house was the same... any idea what's going on? b

Scrap copper acquisition or an accessible tail to allow the utilities to connect to the grounding system.

Overzealous or clutzy landscaper doing the back fill and grading might have hooked the gec and burried the rod(s).

Was it grounded to plumbing at the inside?

Outlets showed as grounded right?

Maybe the developer did an alternative.
I see the Cable or Phone company had no problem running their ground to it (green wire).

The grounding rod or lack thereof has nothing to do with whether the receptacles are grounded or not. Rods are for an entirely different purpose.

Maybe the utility company upgraded the water supply lines to the homes in the neighborhood, going from medal pipe to plastic tubing. They may have cut the grounds on the homes in the process (if they were were using the supply lines as a ground or if they assumed they did) and never informed the home owners of this. Or they informed the home owner but nothing was done to install a new ground. Or the utility company was responsible for installing a new ground but never did. Just a thought.

That is what I am thinking it is, and I have seen some places which do just that for that very reason.

But not enough information to know for sure and not enough of the enclosure is shown in the photo to make any educated guess either.
