Who pays for meter housing

The water meter housing was busted to pieces on the house I inspected today. Who would typically be respnsible to pay for this? Homeowner or water company? I would think the homeowner due to it not being the water companies fault it was broken.

The Home owner is responsible for taking care of the public utilities property from damage due to negligence, frost, or anythingelse that would impede it's function, other than normal conditions.
