How would you handle this short of starting over. This is very common here.

Is this a handhole for underground splicing ? It looks like it has a dirt bottom. I've seen this sort of thing on irrigation systems.

There is nothing to handle. This is the accepted practice here. The new buyers had no problem with it. I just point it out to them.
