This is the firs time I've seen PEX run through the drywall and connected directly through a fixture. Is a copper or brass stub out required?

no they can connect directly to the fixture if they want too.

No

"no they can connect directly to the fixture if they want too."

Well, kinda. Needs to connect to shutoff first, in most cases.

My concerns are:

(1) The bending radius in a 2X4 wall

(2) The necessity to cut the PEX when the shut-off valve is required to be replaced at some time in the future.

My concerns are:

(1) The bending radius in a 2X4 wall

P2904.3 Polyethylene plastic piping installation

...For bends, the installed radius of pipe
curvature shall be greater than 30 pipe diameters or the coil
radius when bending with the coil. Coiled pipe shall not be bent
beyond straight. Bends shall not be permitted within 10 pipe
diameters of any fitting or valve....
Looks like it is coming straight out of the wall, likely to have an Ell in the line.

(2) The necessity to cut the PEX when the shut-off valve is required to be replaced at some time in the future.

No more of a concern than with CPVC
Also, the valve can be replaced without cutting the pipe.

They probably used a 90 in the wall to turn out for the shut-off valve.

All the time, every time, around here. In fact it has been years since I have seen a copper or brass stub out in new construction, I have not heard of any problems associated with doing this.

This is the way it is done every time I see them, which is almost daily.
