Scorching at Miller Furnace Manifold

Has anyone heard of any ongoing problems with Miller furnace manifolds?
This unit was not turned on but I noticed scorching at the manifold. I am assuming that the manifold needs replacing..

Looks like just rust to me.

The weld does not look like a factory weld to me. It also looks like spatter marks radiate out from the weld area. No discoloration of the the top of the bolts. I think someone has repaired the weld, though not very well.
