POCO will take issue with the mast and weather head being below the anchor point of the messenger. In your picture you will have excessive abrasion of the conductors insulation against the messenger wire from wind sway. The mast needs to be raised above the anchor point and the messenger wrap continued closer to the wedge before connecting to service entrance conductors and making the drip loop.
