Hard to say from the picture.... I'd say it's definitely a WDI. I can't rule out ants, termites or beetles from the picture. Any frasss, dead insects or damage found?

Looks like some body parts with frass... My money is on Carpenter ants.

Its aways good to just state the facts John...

I would state ( evidence of Carpenter ants ) due to limited access and information we recommend further inspection by a pest control company.

I said it could be ants or it could be some other insect. There were enough rodents in the place to make it an easy call - Pest Control for rodents and insects.

Typical Carpenter Ants. Wet rim joist makes a great home.
