What I can't understand is why there's no staining on that side wall below this area? You'd think every time rains it would be pouring down on the siding. Houses are 22 years old.

See the overspray along the edge of the roof up that gable? ;)

Seen it before...just a BAD design! Make sure to check thoroughly on the inside near the problem area (all the down to the foundation).

If they did that for looks, it looks stupid. With less material and less labour, that roof could have come straight over. Call for an architect. :)

The sidewall is the townhouse next-door, so no inspecty in there.

Call for an architect that has a clue. I'll be that design was done by an architect without a clue.
