Can anyone explain the purpose of having the electrical ground water meter jumper?
Is it to provide a continuous ground for all water pipes in the building in case any equipment is grounded to the water pipes?

If the water meter is removed, the pipes are still grounded because of the jumper. The cable should be attached to the earth side first and then to the house side.

Are the pipes metal is copper or galvinized if si them the jumper is needed. If the pipes are plastic themn it does not male any diffrence since the groud could not be established through the pipes.
