transformer with reset

It says it's a transformer, so I guess it is. Seems to have Romex coming out both sides. It has a reset button. This is in the basement of a 110 year old "rehab". Really nice place, actually.
Any clues about this "transformer"?

Sorry. Maybe I should have mentioned, it's not in Philadelphia. It's in Swarthmore.
