The 1994 Standard Building Code was 6" and the 1997 Standard Building Code was 4".

Yes Sir, it sure does.
Just like writing up the 12" spacing from a 1900 house ... may not have been recognized as a safety hazard then, but it sure is now. :eek:

Does it make a difference what year the requirements went into effect? Was a 4+ inch baluster spacing any safer any number of years ago?
