Don't think its a surge suppressor as there was no ground leg. Most surge suppressors I have seen also have a light that says it still working.

I was thinking some type of noise filter...

When things like this comes up, why not call the manufacturer? Square
D has a factory in Lexington, KY. I bet a dollar to a donut that with a phone call Square D will tell you exactly what it is and if it is installed correctly.

Surge suppressors do no need a ground, they simply need the two hot phase legs and the neutral leg, the surge will got to neutral (which is, by the way ;) 'ground').
