My concern it that the stone facing extends past the window frames weep holes, and that condensation wall drip down and work it's way behind the stone facing. It seems to me that flashing should have been installed below the window?

Looks like lick-n-stick where the WRB would be at the sheathing and all flashing would be there, not being visible once the adhered "stone" is applied.

It's sort of like a brick window sill with no pitch, even if everything behind the veneer is as it should be it is still a good idea to keep as much water out as possible. I think the flashing is a good idea, weather it is required or not.
