Two stage furnace

Does anyone know if a 23 year old Trane two stage furnace should completely shut off(burners and blower) while going through its cycles. I thought only the burner shuts on and off but the blower continues to blow the air. Thanks for your comments.:confused:

The fan is controlled by a temp sensing device (klixon) located in the heat exchanger area, if the heat exchanger is cool it shuts the fan off. The control board may also have a blower delay or post purge setting.
